automatic reboot unexpected

Hi,
we have a workstation that is doing reboots on startup during the
applying machine policy phase.
When we do not connect the machine in the network everything is fine
and then we can plug in the network cable but then the reboot comes
randomly later ...
I figured out that I can reproduce the reboot using
"secedit /refreshpolicy machine_policy /enforce"
but now I want to know what in that policy is causing the reboot ...
Are there any debug tools where you can see what is just happening
during this "policy-refresh"
