Automatic Lag Cycle, help!

Hello, I have a question. It seems that once the login
screen for Windows 2000 Professional pops up, the system
has a "lag cycle". It will do it, regardless if your
playing a game, browsing the internet, or just moving your
mouse. It stops for a split second, in two second
intervals.

Any help would be appreciated.
