I am using Outlook 2007 and have ticked the "Empty the Deleted Items folder
upon exiting" box in the Tools/Options/Other tab. When I close Outlook and
reopen the deleted items are still there. Any suggestions?

Whn you close Outlook, does the outlook.exe process actually quits?
If not; there's your problem.

Open Task Manager and look at the Processes tab.
