The automatic dialing does not follow the rules set up.

How can the rules be set up for area codes

You'll have to describe your symptoms a heck of a lot better than that.
Include your Outlook version as well.

Do you have your phone numbers stored in the correct format? Dialing rules
won't work if they aren't.

When I setup a new contact, I can type the phone number as: "7138271300" and
Outlook 2003 formats it as "(713) 480-4567". How can I adjust it to get
Outlook to format it in the Canonical Form. Is there any way to get Outlook
to correct the formatting on the existing 2000 contacts?

(800) 468-5865 works
(713) 827-1300 does not work

They are in the same exact format.

If you enter the number as "17134804567", Outlook should change it to "+1
(713) 480-4567", the proper format. Outlook will always try to store
numbers in the correct format when all digits are entered. As to making
bulk changes to existing contacts, something here might help:
