If you don't have an Automated System Recovery disk, how do you recover when
the system won't boot?

Extract the asr.sif and asrpnp.sif files located in the backup at
systemroot%\repair directory and copy them onto a floppy disk.

What's the error message and what do you intend to recover? The OS or the data?
You may need some third party app to boot and restore data.
