how can I apply same picture format (border line thickness, space between
picture and text etc) from one picture to all pictures in document?

You can use Ctrl+Shift+C and Ctrl+Shift+V to copy and paste formatting, or,
if the picture is in a frame, the frame formatting can be included in a
style definition. If it's a bordered paragraph, then that can also be part
of a style.
