do I have dialup preferences setup correctly but external applications
will not cause the modem to activate.

note: my modem is bluetooth using GPRS but that shouldn't matter for
autodial should it.

it just doesn't dial when there's network activity.

I was hoping to fake out activation so that it could use my dialup
connection since it seems to refuse to allow you to use those directly
unless you're on a LAN.

Right click My Network Places/Properties/Advanced (top toolbar)/Dial-Up
Preferences/Enable Auto-Dial by Location/....

In the Enable Auto-Dial By Location dialog box, select each location for
which you want the automatic dialing feature to operate. Reboot.

Disable or Enable AutoDial (Line 91)

To view the list of names and addresses recorded by AutoDial, type the
following command at a command prompt: rasautou -s

To delete a name or address entry from the list: Start/Run/Regedit

HKEY_CURRENT_USER\Software\Microsoft\RAS Autodial\Addresses

You can delete any TCP/IP addresses that you see under this key. Note that
AutoDial can use IP addresses, DNS fully qualified domain names (FQDN), and
NetBIOS names.

Disable "Log on using dial-up connection" pop-up message (Line 77)

AutoDial Shortcut for the desktop

Open the Network connections folder, right drag the connection out to the
desktop, take 'create shortcut here' (and then r-click and rename to taste).

If on the first time you use it, you type in the password, and check to save
it, then take its options page and uncheck the 'prompt for name and
password' and 'prompt for phone number' and OK, thus dialling in, it will
only need to be double clicked in future.
