I used to be able to type a couple of letters into my TO box and the persons
name would automatically come up. It stopped today and I don't know why.
Everything is checked off to perform that way.
IT guy says that it can only store a limited amount of names and once you go
beyond that, it dumps everything and there is no way to get it back.

Not true. Once you reach 1000 entries, it will start eliminating entries
with a FIFO algorithm.
Your problem indicates a corrupt autocompletion cache file or a corrupt
profile. Both can be corrected by creating a new profile, but all you
current cache will be lost.
If you want to try to retain your current cache, you'll need to use a third
party tool:
