A few things to try:
Uncheck "Prompt me to save..." restart, then check "Prompt me to save..."
Any change?
Next... clearing all passwords might reset the"Save Password" option. IE>
Tools> Options> Content>Autocomplete> Clear Passwords.

http://www.webattack.com/get/pspv.shtml will
help you recover other cached passwords *before* you clear all passwords.
