I have reviewed microsoft.com and checked the "autocomplete" option in
outlook(under tools, options, email options, advance email options), and
still, the autocomplete feature does not work in my Outlook 2003. What would
prevent this feature from being displayed? I've read all the posts and
followed some suggestions but still, the autocomplete feature does not work
on my computer and I cant figure out why!! Someone please help!! This is
driving me crazy!

Define "doen't work." Have you already sent emails to the addresses you expect to see in autocomplete? If yes, then you have a corrupt profile. Create a new one.

Mandi, barring a miracle recovery, here's the MS KB on Resurrecting the NK2
File for Auto-Complete Name Suggesting. You'll have to build the cache back
up again as you manually enter addressees but it started working for me after
I'd entered an address once.
