It could be that the Internet Connection Firewall (ICF) has been engaged on your connection.
To turn it off, click Start, then click the Control Panel. If you're in category view click
Network and Internet connections then click Network Connections. Right click your
network/internet connection, then click Properties. Click the Advanced Tab, and verify that
the Internet Connection Firewall is unchecked.
The ICF wouldn't stop you from sending net send messages however, so it must be that whoever
you're sending to has the ICF engaged, another firewall installed, or has turned off the
'Messenger Service' (the built-in service in Windows XP which sends these messages).
