Auto start of ISP software -- bug or configuration setting ?

Attempting to open folders on my desktop or programs from
my start menu automatically accesses my AOL software
instead, before opening the requested folder or program.
Is this a configuration setting I have yet to find, or is
it a bug in the system. Has anyone had this happen?
Thanks, Carol.
