I have some services set to auto but they are not starting after a
reboot. These include Network Connections, Windows Installer and
Secondary Logon. They are all set to log on as Local System. Any ideas
why this might be?

The first two service in your list have dependencies, the same one if fact.
Check to see if the RPC service is started and set to 'Automatic'

RPC is starting, but not the RPC Locator. Trying to access the service
dependencies, I'm told that "The RPC Server is unavailable".

Googled: http://www.google.com/search?hl=en&q=RPC+Server
On my PC this service is set to 'Manual' and is not running.
