"auto select encoding" setting in MS outlook 2003

Found that in MS outlook 2003, there's an option "auto select encoding for
outgoing messages". When this setting is enable, no matter what preferred
coding is chosen, the outcome coding is "US-ASCII". Are there any workaround
so that the outcome coding is the preferred coding chosen even when "auto
select encoding" is enable?
