Auto-Reply sparodic success

I have set a rule that is to reply to all messages using a save template. The
email account that this rule applies to is open in Outlook 2003 and running
on a seperate machine. The problem is that sometimes it replies, sometimes
not, and I can't figure out why!
The rule is:
Apply this rule after the message arrives
sent to <email address>
reply using <local path to template>

Just found this:

"The Rules Wizard rule reply using a specific template sends the automated
reply once to each sender during a session. This rule prevents Outlook from
sending repetitive replies to a sender from whom you receive multiple
messages. During a session, Outlook keeps track of the list of users to whom
it has responded. If you exit and restart Outlook, the list of which senders
have received automated replies is reset."

This sounds like it could be my problem. If so, what do I use instead? I
need to respond to every email - i.e. send multiple replies to the customer
because this acknowledges that we have recieved their order.

I guess it must be a POP/IMAP account - not server based. You need some form
of server to really help with this or look at an Outlook add-in that has an
auto-reply manager..I'm sure there are some out there..........
