How to auto-reply to "on behalf of"?

Outlook 2007 auto responds to a different email address.

The auto-reply created through a new rule ends up emailing the person that
is not "on behalf of" (not sending to original sender).

Example: The email says "(E-Mail Removed) on behalf of (E-Mail Removed)"

It ends up emailing "(E-Mail Removed)" instead of "(E-Mail Removed)". How
would I autoreply to (E-Mail Removed)? Is there a VBA for this?
