auto import date/time from .txt file

's Computer Specifications

is it possible for excel to automatically import date/time
info from a .txt file in the following format:

"LASAIR110","04/05/19","15:47:41",2700.0,45.00,"V6.3",0,0,0
,1,433,486,236,113,294,196,103,328,4.993,1.0000,0.000,0.000
,0.000,0.000,0.000,"22de",
"LASAIR110","04/05/19","16:33:15",2700.0,45.00,"V6.3",0,0,0
