What exactly do you mean with a PDL?
Where are these located and how where they created?
If you mean that these a "Public Distribution Lists" they are actually mail
enabled groups within Active Directory. Simply remove the email address from
the PDL1 object (or delete the entire object) and add it as a secondary
email address to the PDL2 object.
Note that this doesn't involve Outlook.
