Auto Disconnect/Connect Pop-Up Message

When I close Outlook Express (or IE), I usually get a message asking whether
I want to Disconnect or Stay Connected. That pop-up message has gone away.
What do I have to do to restore that option?

Check your settings here:

In IE, Tools>Internet Options>Connections.
Highlight the connection and click Settings.
In Dial-up Settings click Advanced and check the box next to
"Disconnect when Connection may no longer be needed".

I did that, but it still didn't work.
