Hi Mr Diode,
It doesn't mean you are clean, you may have a dialer try to call home?.
1 =Open a run command and type in:
services.msc click [OK]
On the service Control panel make sure these services are stopped or Disabled:
messenger service
Remote Access Auto Connection Manager service
Automatic Update <= Make this Manual/ don't stop it.
Open a run command again and type in:
regedit click [OK]
Locate this Key and note down the entries in the Right Pane/window:
HKEY_CURRENT_USER\Software\Microsoft\RAS Autodial =
If you want to make sure what the Process or the application download this
tool and it will tell you the application, also there is Shellexview

2 = First, try to clean up your caches, Internet files and delete cookies
by doing this:
Click Start >> Control Panel >> Double click Network and Internet
Connections >> Double click Internet Options.
On the IE properties windows you will see these Taps:
General | Security | Privacy | Content | Connections | Programs |
Advanced.
Under General Tab clear your History, Internet Files and Cookies.
Click Connections tab and make sure the this radio button is checked:
(*) Never Dial a connection
Then click on Advanced tab and scroll down to under the Browsing Option:
[&] Browsing
[ ] Enable Third-Party browser extensions (Req Rest) uncheck this box.
Then click on Programs Tab and click Manage Add-Ons and Disable all non
Verified Add-Ons (You should Renable them later one-by-one and see the
culprit and update it or remove it.

Try to run Disk Clean up to do that follow these steps:
Open My Computer by double clicking it then on the C:\ partition right click
it and select Properties.
On the C:\ Drive properties click on General tab then click on Disk Clean Up
and make sure you check mark all boxes in the new Pop-up window.
Then Open windows explorer and delete the Temp:
C:\Windows\Temp\TemporaryInternet Files =< Delete all sub-folders in capital
letters they will be here>
Reboot your computer and see if your Dial up will auto dial.
