Auto Decline meetings between certain hours

Is there a way of auto declining meetings in outlook between certain times?

I work 9-5 week days, but im unavailable for meetings between 9-11. I dont want to book my time in 9-11 and set the 'Auto decline conflicting meetings' option because I have (and I prefer to have) many conflicting meetings between 11-5.

Im unable to find a suitable Rule in rule wizard. Is there a script I can use? if possible I would like to inform the meeting organiser why im declining their meeting
