How can i disable the "Establish a dial-up connection whenever a programm
attempts to access the Internet". Because whenever messenger requires
internet access, automatically it calls my ISP.

First thing to try...
Control Panel|INTERNET OPTIONS|CONNECTIONS tab. Click the "never dial"
radio button.
