I see that sometimes and if I do nothing wait some amount of time (any
waiting is too long for me) but it will eventually complete the
shutdown. Does this happen every time or just sometimes? Will it
eventually shutdown if you wait or does it really just sit there until
you choose to end it. Do you see a progress bar moving to the right?
A reputable malware scanner is malwarebytes - download it, update it,
do a full scan. No AV program will find everything. I use the ones
you listed, but they turn up nothing, or just some tracking cookies.
What are you using for email (MS Outlook, Outlook Express, etc.). Be
sure all your other programs are really shutdown before you try to do
a Windows shutdown. I know it is obvious, but...
Then, after malwarebytes,
I read about some registry tweaks that might help and seem to make
some people happy. Here is a link that lists 3 tweaks, but other
searched solutions usually only mention the first tweak, so I would
start with the first one:

You can always undo the tweaks if things get worse.
