For the record, the causes for this behavior are:
1. Outlook failing to exit properly between sessions so that data is not
written to the cache.
2. Corrupt cache file or a cache file that has been marked read only by AV
software.
3. Corrupt profile.
For the first, make sure Outlook has exited completely. For the other 2,
create a new profile.
