Not sure where this is better to go, so sadly I had to cross post this...

Anyways, We are running Exchange 2003, and want to keep server space usage
at a minimum (we can only afford so much HDD space) so we want users to auto
archive messages monthly to get them off the server (I assume this is what
happens when you auto archive, it actually removes the message from the
server and puts it into a local PST file) well, we want this to happen
company wide... Is there a group policy that can force Outlook to auto
archive to a specific folder regulary? Also we want everyone to have their
PST in the same location, however, some people already have PST's auto
archiving they set up themselves... is there any way to move those PST
archives to the same location on their machine then attach them as the
archive? thanks!

You have to be careful with Auto Archive. If all that old mail is in an
archive on the local machine and the HDD goes down, all that old mail will
be lost. Might not necessarily be a big deal, but something to think about.
On the other hand it will save alot of space on the server. I'm not sure
about using GPO about that though.

well, what we are going to do is move it to a backed up SAN network drive,
not really a local system
