Auto Archive - include the inbox and subfolders

I'm a network administrator at the company here and wanted to force
auto archiving to all users through Group Policy. I installed the
template and successfully got it to work. The problem I have is that
it doesn't force it on all folders, the most important being
subfolders and the inbox. I looked all through the template and even
in Outlook and don't see a way to force auto archiving to apply to all
folders. Anyone know of a way to get this to happen?
