Auto/alternate IP address problem

Am having a problem with one of six WiFi laptop computers. The PC's need
to be able to connect to a fixed IP address wifi network at work and
also an auto supplied IP address network when used at home with wifi
routers.
Had no problem with five of these PC's, left the first IP config page
as "obtain IP address automatically" and the alternate config page as
"use following IP address". On the sixth machine it refuses to access
the fixed IP address network via the alternate page, it just hangs
around saying that the IP address is being configured or assigned.

IPcongig/all shows the IP address of this PC as all zeros, irrespective
of whatever address is inputted on the alternate config page, with a
DHCP of 255.255.255.255. where it gets that from is anybodies guess as
we do not have a DHCP server. If I then input the same address onto the
first page as a "user defined address" everything works fine. No
problems with conflicting names or addresses.
What am I missing?
