Auto-accepting meeting requests

I have another office that is not part of my Exchange organization (will be
in the near term) but we want to set up some type of calendar so that we know
when management is visiting each other's site. I have a resource calendar
setup on both Exchange servers and they are Internet enabled. The calendars
are set to auto-accept everything, delcine nothing. When we attempt to send
meeting requests (booking as a resource) to the calendars the ones in the
local site will auto-accept but the ones in the other site will not. Is this
a limitation where any meeting requests recevied via the Internet will not
auto-accept? Both sites are Exchange 2003. (I know about that Auto-Accept
Attendant but want to avoid that is possible)
