After I send email I consistently get the message back fromt the system
administrator saying: (person's email address) relaying prohibited. You
should authenticate first.

What does this mean and how do I stop it?

It means you have to authenticate to your outgoing (smtp) server as well as
your incoming (pop3) server. Look at your mail account setup (Control Panel >
Mail Applet) and ensure that you've checked the correct option.
