Auditing tab is not visible for a file or a catalog Auditing

Hi,
Auditing tab is not visible for a file or a catalog when I
access through properties, security, advanced.. Only
Permissions and Owner are available Is there anyone has
any hints!.
Windows Native 2000 domain
