Is it possible to use command prompt to manage file audit as well as I
can manage ACL?

Server-level manipulations are beyond my current training, but if I
understood your question, a quick search turned up two third-party
tools which may help set and manage SACLs (system access control
lists):

http://www.trustedsystems.com/scacls_sce.htm

A possible third tool: http://www.rrct.de/sdmanager/
