Low bitrate audio get "stretched" (resampled) to the medium bitrate Movie
maker works with. it seems this resampling is done very roughly in Movie
maker and does not maintain quality. Microsoft support site says that it is
an issue with low bitrate MP3s only but in practice it affects all audio
sources.

Either extract the audio from your clip and convert it into WMA using
Windows Media Encoder or just convert your clip to WMV format.
