Audio card sound effected by IE (music while surfing NOISY)

I haven't seen any posts in regards to this anywhere, but i've had
this somewhat annoying pain in the ass on a number of systems and only
now really truly feel like asking how to stop it.

When i surf the net on IE (Latest Vsn) while playing mp3s (on Winamp
in this particular case) whenever i scroll down it makes stuttering
scratchy sounds over the music.

Is this a memory issue? bad sound card? What is up with this?

Is this using the scroll wheel? I've found that the CPU usage shoots sky
high when I use my wheel.

Hi,

Do you have the same problems if you use other player(s), for example, real
player, WMP 10, Nero player,etc.
If yes, what kind of mouse you are using, wired PS/2 or USB or wirless mouse?
What is the brand and model, driver versions?

Pls post back with more info to NG for analysis.
