Audio bit depth conversion

For experimental reasons I want to convert stereo/44.1KHz/16 bit .wav audio
to less bits, e.g. 3 to 15 effective bits on playback and storage. Audio
freeware program "Wavosaur" V1.0.0.1 can convert 16 bits to 8, 24 & 32 bits
stereo PCM. I would like more range (3-15) selection. Any suggestions,
preferably freeware?
