"Attribute" to control whether Form appears in designer?

Is it possible to use attributes to control whether a class inherited
from Form appears in designer? I have a base class which inherits from
Form and implements only non-visual functionality. Therefore, I want
to be able to edit the code in the IDE editor but not in the designer.
And, to make things more complicated, I don't want this restriction
for forms that inherit from the base class.
