It does sound like you have intermittent connectivity to your Exchange
Server. Have you tried setting up a continuous PING (ping -t) so that you
can switch to it when the problem occurs and see if there was a recent (like
in the last few seconds) break in connectivity?
Also look at
http://support.microsoft.com/kb/833007/ - it relates to Outlook
2003 so I don't know if the settings are the same in Outlook 2007 though...
it could just be that your timeout is set too low for a hosted solution.
Finally, check out
http://support.microsoft.com/kb/839862. Another Outlook
2002/2003 article, but most of it should still apply. There are some
client-side tricks you could try from there.
