attachments won't attach

My boss is running Outlook 2003 on his computer in Florida while our office
is up in PA. When he forwards an e-mail with more than 1 attachment, the
first item doesn't attach, and when he forwards an e-mail with just 1 file,
nothing is attached. I am sure it is some setting issue, but neither I or
our outsourced IT has any clues as to what happened. (His tower in the
office is configured properly, as if I re-forward the message, all
attachments are there.)
