I'm not sure if anyone else is having this problem, but I can't send photos,
data files, etc. in Windows Live; I get a message back from the server
indicating it's timed-out or there is "another problem".

Found the solution: temporarily halt your virus protection until the
mail/attachments are sent; then it works okay. Enable your virus scan
afterwards.
By the way, I'm using Trend Micro Virus as my virus prevention.

Trend Micro antivirus is among the top three troublemakers for Windows Mail.
Better to leave all of its interaction with email disabled permanently, for
the reason explained here:
