Attachments in outlook 2000 not forwarding

User1 received a .doc file attachment to an email.
Forwarded to User2, User3, User4, User5, User6, User7

Received attachment User2 , User3, User4, User5

Did not receive attachment User6, User7

Outlook 2003 User2 (received attachment) and User4 (didn't receive
attachment)

Other Client: User7 ( did not receive attachment)

Outlook 2000 User1, User3 (received attachment), User4 (received
attachment)

Looking at Users3 who received the attachment. The attachment did not
appear in the preview as a paperclip, but if you expanded the message
then you would see the attachment at the bottom.
If User1 saves the attachment and then sends a message with the
document attached then all users get the attachment.

Users who did not receive the attachment just saw a line
(See attached file: SomeFile.doc )

This appears to have happened before with a message from the same
customer, but in the previous instance it was sent to the users
directly from the customer. We appear to be having the problem from
one customer site only. I'm kind of wondering if this isn't some kind
of security setting issue.

It appears that the original message sent by the customer was sent via
Lotus Notes. User1 using Outlook 2000 tried to forward the email with
attachment.
