I am sending a mail with an attachment. But the users are not in a
position to get the attached documents. The mail goes without an attachment.

What kind of message are the Recipients getting? If the email is unchanged,
but the attachment is just gone, maybe their firewall is stripping the
attachment? Maybe your server is stripping the attachment as it leaves? Send
them different types of files as TEST to see what they can receive and what
they cannot receive.
