Attachments in the message, not in the attachment at the top

Hello,

We have a user running Windows XP SP2, Outlook 2003 SP2. When they attach
a file it shows up in the message body, not in the top below TO and subject.
The end recipient receives the e-mails in that way from him as well. How
do we change it back?

Tell the sender to use either plain-text or HTML modes to compose new
e-mails, and NOT to use RTF (Rich-Text Format) which inserts the image
into the body of the e-mail (actually it is still an attachment but the
e-mail client renders RTF documents with the attachment inline to the
body content).

RTF should never be used outside the Exchange organization used by both
sender and recipient, and both sender and recipient must use an e-mail
client that can render RTF e-mails, like Outlook.
