Attachment opens in IE

I have a friend who sends me e-mails with attachments that open in IE. When I
open them there is usually nothing there or just the signature of the e-mail
he forwarded. It shows up as a 'Restricted Site' and will not allow me to
change it. He is the only person I have this trouble with. I use Outlook
Express.

Any thoughts?

What is the file type of these attachments? The file type determines
what application is used to open a specific file or attachment.

I'm guessing the attachments are URLs pointing to some web site (you
never mentioned what ARE the attachments). By default, Outlook
renders HTML-formatted e-mails under the Restricted Sites security
zone. Your friend should put the URL in the body of the e-mail (as
part of the text of his message) rather than attach it. Then you can
click on the link (or copy and paste it into an address bar) which has
IE load that URL but under the Internet security zone (unless that
site is listed in the Sites list in another security zone).
