attachment line only half visible Outlook 2003

Tried all kinds of different formatting and using Word as my editor (and not
as the editor). The Attachement line in Outlook 2003 is partially covered by
the body of the email. At the very end end of the attachment line there is an
up and down arrow so that I can scroll to see the full line. Very bizarre.
Installed on Windows XP Pro sp2 with Office 2003 sp3
