I've sent a file to a friend but he can't open the attachment - apparently
greyed out. Any ideas?

Not without any configuration information. Could it be blocked because of
security settings?

That's what I suspect.
Where do I change security setting that will affect attachments in Outlook?

look into the registry and search for "securitylevel" entries

That depends on the mail client that the receiver uses and not your mail
client.
