Attaching A Dynamic Web Template to Other Files

I am working on a large website built with Front Page 2003. All pages, so
far, as based off a dynamic web template file, which gets the majority of its
formatting from a cascading style sheet. The problem is this: There are
going to be other employees adding other pages, not all of them created in
Front Page. Some will be asp pages created with .NET, eventually there will
be departmental sections of the site which should be created and maintained
by individual departments. Is there a way to simply insert the template as a
hyperlink or reference of some sort in the page instead of having to apply it
in FrontPage? Any suggestions would be greatly appreciated.

FP DWT are design time templates and must be individually applied to the pages

Only thing you could do is create an empty page (using the DWT) as a template page for them to start with

The DWT can be applied programmatically but only in Disc based webs or under WSS (not the FP SE)
