ATM Disconnecting

I have set a user and admin in XP. I have a DSL line that established an ATM connection then logs into the DSL ISP. At times the ATM will disconnect indicating the connection is unplugged. The line is ok, all connections are good. could the problem be with sharing ATM connection between the admin account and the user account?
