P4 HT 2.8ghz, 1.5gb memory, 160gb HD, ATI Radeon 9500.

I temporary have Ati Radeon 9550 256mb agp 8x card. In Personalize, display
settings, advance settings it display that i have:

Total Available Graphic Memory 767 MB,
Dedicated Video Memory 256mb
System Video Memory 0MB
Shared System Memory 511mb

Does this mean that ATI Radeon 9550 card is using my computer memory also?

NO. It's just the AGP Aperture Size

what exactly do you mean when it's just the AGP Aperture Size?

can you alter how much extra system ram is allocated to the graphics card?

It is allocating the memory address space it is not actully using the system
memory ito tsself and does not cause a problem unless you try and install
4GB of memory on a 32 bit OS system.
