You've got the right PCI-E slot, yes? Does this card need to be
connected to the power supply? If it does, did you do this? Is your
power supply beefy enough to handle the card? If you are unsure, swap
out the psu for a more powerful one and see if that helps.
Otherwise, you may have just gotten a bad card and you should take it
back to the vendor.
