ATI 9600 All in wonder TV function won't start

ATI 9600 All in wonder T200 Unified AVStream Driver won't start (code 10).
All other functions of the All in wonder are working fine in all modes but
can't get the TV function to start without this driver active. I have
downloaded the most recent drivers for all hardware with no change in status.
All hardware on the system is listed as XP compatable and I can't find
anything in the device manager that says there is a conflict. Any ideas what
else to try?
