Why is it that my graphics card (ASUS V7100Pro) keeps
giving the message "This device cannot start (code 10)"?
Even when I installed the latest drivers

Do you have any other devices that are not showing up correctly?
Check that the card is correctly seated in the slot and that you have the
drivers for your motherboard correctly installed. This may require a
'miniport' AGP Driver depending on the chipset. As this is a nvidia based
video card, you can try both the drivers that ASUS provides and NIVDIA's
'Detonator' drivers and the latter may be more up to date
